Property taxes seem continually increase yearly, even when home values decrease. The following video from Fairfax County discusses how they assess property taxes on a annually bases, which assesses the taxes on a fair market value.

Fairfax County state that they assess the properties on what a property would typically sell for. They take into consideration typical home sales, and try not to include atypical home sales, where homes are sold through foreclosure or under duress.

The following video gives an informative overview of how property taxes are calculated, what the property taxes are used for and the reason why Fairfax County do an annual reassessment.
